With more than 60 years collective experience doing business with the federal government, the executive team is involved in every phase of our clients’ engagements. Chris Ballenger, CEO

Chris Ballenger is a founder and CEO of Apex Strategies, Inc. (APEX) in Dulles, Virginia. He is responsible for the direction and growth of APEX’s business. Chris works directly with clients to provide insight into creating and expanding their federal contracts within existing business models.

Prior to founding APEX in 2001, Chris was a principal and served as chairman and CEO of Government Telecommunications, Inc. (GTI), where he managed all business development and strategic programs from GTI’s inception as a startup in 1988 to its subsequent sale in 2000.

While at GTI, Chris managed multiple large programs, including a competitive $2.3 billion IDIQ contract to provide total cable infrastructure services to all U.S. civilian and defense agencies, as well as federal contractors, universities, laboratories, and state, local and tribal governments. Over this five-year contract, Chris led a team composed of the largest regional telecom providers – SBC, US West and Verizon – to successfully obtain task order contracts with most federal agencies.

Chris has more than 12 years of experience in bidding and running all operational functions of large competitive multi-year contracts with the U.S. government. This includes proposal development, program management, contract administration, legal, finance, and customer service. He has extensive experience working with diverse clientele in managing multiple task orders ranging in size from less than $1,000 to over $30 million.

Chris brings to APEX a thorough understanding of the government procurement process, combined with extensive knowledge of government contract law. He is admitted to practice law in Virginia, Maryland and the District of Columbia with a Juris Doctor from the University of Baltimore and a bachelor of science degree from the University of Vermont.

Mike Gammill, President

Mike Gammill is a founder and President of Apex Strategies, Inc. (APEX) in Dulles, Virginia. He is responsible for managing day-to-day staff operations at APEX, working to provide the focused service that is the hallmark of APEX representation.

Mike has more than 30 years of experience doing business with the U.S. government. He started his career in 1973 as a communications programmer and system analyst with the United States Air Force. In 1980, Mike joined C3, Inc., one of the first federal system integration firms, where for ten years he assumed positions of increasing responsibility as a program manager, Marketing Director and Director of Systems Integration and Development. From 1990 to 2001, Mike served as Vice President of Marketing and President of Government Telecommunications, Inc. (GTI), where he was responsible for the operations of more than 75 professional telecommunication engineers and marketing representatives.

Mike's special expertise includes business development, sales, proposal development and contract management. With a proven track record in developing and managing programs, projects and companies successfully and profitably, Mike shares his expertise in developing winning processes for customers and partners, and brings a wealth of knowledge to APEX clients wishing to do business with the federal government.

Frank Ostronic, Business Development

Frank Ostronic is responsible for business development and sales efforts for APEX clients. Frank's extensive career experience is in marketing and business development to all sectors of the federal government, including defense, civil and international markets. He has worked on all levels of the enterprise serving major corporations, small business, minority, and woman-owned business enterprises. He provides APEX clients unparalleled access to senior insight to gaining public sector revenue.

As a Vice President with the Unisys' $300 million System Services Division, he directed a $100 million automated physical security program and expanded Unisys’ Research and Development into a $100 million Army software development contract.

Following retirement from corporate assignments, Frank has supported small business, minority (8A) and small woman-owned business in planning, defining and developing market presence in the government arena. The activities involved Army, Navy, Air Force, NASA, FAA and other civil agencies.

Frank is a graduate of the U.S. Naval Academy and holds an MBA degree from American University. He served in Navy active duty as a submarine officer and retired as a Captain in the U.S. Naval Reserve.

Tom Hitchens, Proposal Management

Tom Hitchens is responsible for proposal management. He works with APEX's Executive Team and staff to ensure proposal preparation and compliance issues are addressed accurately and professionally.

Tom has more than 25 years of experience in the federal procurement arena, including business development, proposal management and capture management from pre-solicitation marketing to post-award sales. Since 1980, Tom has held marketing positions with some of the most successful federal supply organizations, including C3, Inc., ISI, Data Focus, Unisys, Litton PRC, GTI and Technology Advancement Group.

Tom's wealth of federal contract experience as a senior sales executive in large and small organizations provides APEX clients the expertise they need to reach their federal sales goals.

Al Fitz, Integrator, Reseller Business Relationships

Al Fitz is responsible for providing strategic advice to APEX clients on developing go-to market strategies with government integrators. While the government marketplace is vast, much of it governed by many of the larger programs that are managed by large system integration firms and resellers. These large firms control many of the important procurement vehicles for firms trying to establish public sector sales.

Al brings to APEX more than 37 years of focus in direct sales and marketing to the federal government through large system integration and government resellers. Al has worked extensively with one of the top GSA resellers, GTSI, in multiple capacities, including senior sales account manager for the Veterans Administration. Al’s vast sales expertise also includes business development for minority-owned 8(A) small businesses and large corporations. Al has had extensive experience in federal government proposal response efforts that included strategy and technical evaluation.

Al served in the U.S. Navy, where he fought in Vietnam and went on to careers in government sales at Oracle, Network Solutions and Inter-Analog Corporation. Al uses his considerable experience and knowledge of the federal integrator industry to assist companies in their federal marketing strategies.

Mr. James F. Mahoney, Sales

James F. “Mike” Mahoney has more than 40 years of U.S. government business development and strategic planning experience, spanning information technology, telecommunications, energy and infrastructure-related industries with various Fortune 100 companies operating worldwide.

Mike has structured, captured and managed many successful multi-million dollar government contracts in the various executive positions he held for UNIVAC, Honeywell and Digital Equipment Corporation, among others. He is a graduate of the University of Notre Dame with a degree in applied science.
